\u4e3a\u4e86\u5b9e\u73b0\u4e2d\u534e\u6c11\u65cf\u590d\u5174\u5386\u53f2\u4f7f\u547d\uff0c\u4e3a\u4e86\u4fc3\u8fdb\u4e2d\u56fd\u6c11\u4e3b\u53d1\u5c55\u8fdb\u7a0b\uff0c\u6839\u636e\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u5baa\u6cd5\u7b2c\u56db\u5341\u4e00\u6761\uff0c\u63d0\u51fa\u5982\u4e0b\u5efa\u8bae\uff1a<\/span><\/p>\n

We the citizens of China,<\/p>\n

In order to realize the historical mission of the Chinese nation’s rejuvenation and to promote the development of China’s democracy, according to Article 41 of the Constitution of the People’s Republic of China, the following suggestions are petitioned to the government:<\/p>\n

1\uff0c \u843d\u5b9e\u5baa\u6cd5\u89c4\u5b9a\u7684\u516c\u6c11\u8a00\u8bba\u3001\u51fa\u7248\u3001\u96c6\u4f1a\u3001\u7ed3\u793e\u3001\u6e38\u884c\u3001\u793a\u5a01\u81ea\u7531\u3002\u8bda\u7136\uff0c\u4e16\u754c\u4e0a\u6ca1\u6709\u7edd\u5bf9\u7684\u81ea\u7531\u3002\u4f46\u5baa\u6cd5\u89c4\u5b9a\u516c\u6c11\u4eab\u6709\u8a00\u8bba\uff0c\u51fa\u7248\uff0c\u96c6\u4f1a\uff0c\u7ed3\u793e\uff0c\u6e38\u884c\uff0c\u793a\u5a01\u81ea\u7531\u7684\u7acb\u6cd5\u521d\u8877\u5728\u4e8e\u4fdd\u969c\u516c\u6c11\u4eab\u6709\u548c\u5e73\uff0c\u81ea\u7531\u8868\u8fbe\u81ea\u5df1\u610f\u89c1\uff0c\u60f3\u6cd5\u7684\u6743\u5229\u3002\u5bf9\u4e8e\u5baa\u6cd5\u8d4b\u4e88\u516c\u6c11\u6743\u5229\u7684\u4efb\u4f55\u9650\u5236\u6761\u4ef6\u90fd\u5fc5\u987b\u5728\u7b26\u5408\u7acb\u6cd5\u521d\u8877\u548c\u4fdd\u969c\u516c\u6c11\u6b63\u5f53\u53d1\u8868\u610f\u89c1\u6743\u5229\u4e0d\u53d7\u5f71\u54cd\u7684\u60c5\u51b5\u4e0b\u5b9e\u65bd\u3002\u5baa\u6cd5\u540c\u65f6\u4fdd\u969c\u516c\u6c11\u5bf9\u653f\u5e9c\u673a\u5173\u63d0\u51fa\u6279\u8bc4\u7684\u6743\u5229\u3002\u4efb\u4f55\u6cd5\u5f8b\u6cd5\u89c4\u4e0d\u5f97\u51fa\u4e8e\u9632\u6b62\u4eba\u6c11\u8868\u8fbe\u4e0e\u653f\u5e9c\u4e0d\u540c\u610f\u89c1\u7684\u76ee\u7684\uff0c\u9650\u5236\u516c\u6c11\u5baa\u6cd5\u6743\u5229\u3002<\/span><\/p>\n

1. Implement citizens’ constitutional rights, including freedom of speech, publication, free assembly, association, procession, and peaceful demonstration. It is true that there is no absolute freedom in the world. However, the Chinese Constitution guarantees each and every citizen’s freedom of speech, publication, assembly, association, procession, and freedom of demonstration. It is known to be one of the basic civil rights to guarantee citizens’ freedom to express their opinions and ideas freely. Any restrictions on the constitutional rights granted to citizens must be implemented in accordance with the original intention of the legislation and provide equal protection of the right of citizens. The Constitution also guarantees citizens the right to dissent and criticize government agencies. No law nor regulation may restrict citizens’ constitutional rights for the purpose of preventing the People from expressing different opinions with the government.<\/span><\/p>\n

2\uff0c \u843d\u5b9e\u5baa\u6cd5\u89c4\u5b9a\u7684\u516c\u6c11\u5b97\u6559\u81ea\u7531\u3002\u4eba\u6c11\u4f9d\u6cd5\u4eab\u6709\u4fe1\u4ef0\u5b97\u6559\u548c\u4e0d\u4fe1\u4ef0\u5b97\u6559\u7684\u81ea\u7531\u3002\u4f46\u653f\u5e9c\u53ca\u884c\u653f\u673a\u5173\u5728\u793e\u4f1a\u4e0d\u540c\u9886\u57df\u53ca\u6559\u80b2\u673a\u6784\u5ba3\u4f20\u6216\u5f3a\u5236\u666e\u53ca\u65e0\u795e\u8bba\u53ca\u6392\u65a5\u5b97\u6559\u4fe1\u4ef0\u7684\u9a6c\u514b\u601d\u4e3b\u4e49\u3002\u516c\u6c11\u6b63\u5e38\u7684\u5b97\u6559\u4fe1\u4ef0\u53ca\u6d3b\u52a8\u5728\u5f88\u591a\u60c5\u51b5\u4e0b\u88ab\u79f0\u4e3a\u201c\u5c01\u5efa\u8ff7\u4fe1\u201d\u6d3b\u52a8\u53d7\u5230\u6392\u65a5\u53ca\u4e0d\u516c\u6b63\u5f85\u9047\uff1b\u5b66\u751f\u5bf9\u5b97\u6559\u7684\u5174\u8da3\u4ee5\u53ca\u76f8\u5173\u5b97\u6559\u6d3b\u52a8\u7684\u7eaa\u5ff5\u88ab\u6559\u80b2\u673a\u6784\u6279\u8bc4\u6216\u7981\u6b62\u3002\u516c\u6c11\u884c\u4f7f\u5b97\u6559\u81ea\u7531\u548c\u8fdb\u884c\u5b97\u6559\u6d3b\u52a8\u7684\u573a\u6240\u9700\u8981\u653f\u5e9c\u673a\u5173\u5907\u6848\uff0c\u5ba1\u6279\uff0c\u4ece\u5f88\u5927\u7a0b\u5ea6\u4e0a\u5f71\u54cd\u4e86\u516c\u6c11\u5728\u81ea\u7531\u7684\u6c1b\u56f4\u4e0b\u4fe1\u4ef0\uff0c\u8ba8\u8bba\u4ee5\u53ca\u4ece\u4e8b\u5b97\u6559\u6d3b\u52a8\u3002\u8fd9\u4ece\u5b9e\u9645\u89d2\u5ea6\u9650\u5236\u4e86\u516c\u6c11\u6b63\u5e38\uff0c\u5408\u6cd5\u884c\u4f7f\u5baa\u6cd5\u8d4b\u4e88\u7684\u5b97\u6559\u81ea\u7531\u3002<\/span><\/p>\n

2. Implement the constitutional rights of freedom of religion. The people enjoy the freedom to believe in religion or to not to believe in religion. However, the government and administrative agencies promote and in many situations enforce the popularization of atheism and Marxism which rejects other religious. Currently this is the norm across different fields of society and educational institutions. Religious beliefs and activities of citizens are often referred to as \u201cfeudal superstitions\u201d activities and are excluded or unfairly treated; students\u2019 interests in religions other than Marxism and the commemoration of related religious activities are criticized or prohibited by educational institutions. The places where citizens conduct religious workshops or carry out other religious activities require special petitions and approval of government agencies, which in turn, limits the choices citizens have in regards to religion. These measures place unnecessary obstacles for citizens to exercise religious freedom gauranteed by the Constitution.<\/span><\/p>\n

3\uff0c \u843d\u5b9e\u5baa\u6cd5\u89c4\u5b9a\u7684\u4eba\u5927\u4ee3\u8868\u5236\u5ea6\uff0c\u4fdd\u969c\u516c\u6c11\u7684\u9009\u4e3e\u6743\u548c\u88ab\u9009\u4e3e\u6743\uff1b\u5065\u5168\u5019\u9009\u4eba\u63d0\u540d\u5236\u5ea6\uff0c\u5f00\u5c55\u7ade\u9009\u6d3b\u52a8\u53ca\u5ba3\u4f20\uff0c\u5f3a\u5316\u9009\u4e3e\u8fc7\u7a0b\u76d1\u7763\uff0c\u5f15\u5bfc\u516c\u6c11\u6295\u7968\uff0c\u53c2\u9009\uff1b\u516c\u5f00\u4eba\u5927\u4ee3\u8868\u8054\u7cfb\u65b9\u5f0f\uff0c\u5efa\u7acb\u4eba\u5927\u4ee3\u8868\u529e\u516c\u5ba4\u5236\u5ea6\u8d1f\u8d23\u63a5\u7eb3\u4eba\u6c11\u5efa\u8bae\u53ca\u5176\u4ed6\u5408\u6cd5\u5408\u7406\u8bc9\u6c42\u3002\u4eba\u6c11\u4ee3\u8868\u5927\u4f1a\u4f5c\u4e3a\u6211\u56fd\u5baa\u6cd5\u89c4\u5b9a\u7684\u56fd\u5bb6\u6700\u9ad8\u6743\u5229\u673a\u5173\uff0c\u4eba\u5927\u4ee3\u8868\u5236\u5ea6\u4f5c\u4e3a\u6211\u56fd\u6c11\u4e3b\u7684\u91cd\u8981\u5f62\u5f0f\uff0c\u662f\u5baa\u6cd5\u8d4b\u4e88\u4eba\u6c11\u7684\u6839\u672c\u6c11\u4e3b\u5236\u5ea6\u3002\u5728\u6211\u56fd\u6682\u672a\u5177\u5907\u6240\u6709\u91cd\u8981\u56fd\u5bb6\u516c\u804c\u4eba\u5458\u76f4\u9009\u6761\u4ef6\u7684\u60c5\u51b5\u4e0b\uff0c\u4fdd\u969c\u4eba\u5927\u4ee3\u8868\u5207\u5b9e\u4ee3\u8868\u4eba\u6c11\u6c11\u4e3b\u8bc9\u6c42\u662f\u6211\u56fd\u653f\u6cbb\u5236\u5ea6\u7684\u57fa\u77f3\u3002\u76ee\u524d\uff0c\u5baa\u6cd5\u89c4\u5b9a\u7684\u516c\u6c11\u9009\u4e3e\u6743\u7531\u4e8e\u5019\u9009\u4eba\u63d0\u540d\u8fc7\u7a0b\u6a21\u7cca\uff0c\u5019\u9009\u4eba\u7ade\u9009\u6d3b\u52a8\u4e0d\u8db3\uff0c\u9009\u4e3e\u5236\u5ea6\u5ba3\u4f20\u4e0d\u8db3\u53ca\u9009\u4e3e\u8fc7\u7a0b\u7f3a\u4e4f\u6709\u6548\u76d1\u7763\u7b49\u539f\u56e0\uff0c\u6ca1\u6709\u5f97\u5230\u6709\u6548\u4fdd\u969c\uff0c\u5927\u591a\u6570\u516c\u6c11\u6ca1\u6709\u6216\u65e0\u6cd5\u884c\u4f7f\u81ea\u5df1\u7684\u9009\u4e3e\u6743\uff1b\u540c\u65f6\uff0c\u72ec\u7acb\u53c2\u9009\u4eba\u5728\u4e00\u4e9b\u5730\u65b9\u53d7\u5230\u4e0d\u540c\u7a0b\u5ea6\u5e72\u6270\u3002\u53e6\u4e00\u65b9\u9762\uff0c\u516c\u6c11\u7f3a\u4e4f\u8054\u7cfb\u4eba\u5927\u4ee3\u8868\u7684\u6709\u6548\u9014\u5f84\uff0c\u516c\u6c11\u7684\u8bc9\u6c42\u65e0\u6cd5\u901a\u8fc7\u5408\u6cd5\u6e20\u9053\u5230\u8fbe\u6c11\u4e3b\u673a\u6784\uff0c\u800c\u5f88\u591a\u4eba\u5927\u4ee3\u8868\u5728\u4e0e\u4f1a\u671f\u95f4\u7761\u89c9\uff0c\u5f00\u5c0f\u5dee\uff0c\u51e0\u5e74\u6ca1\u6709\u63d0\u6848\uff0c\u4e0d\u5c65\u884c\u4eba\u6c11\u8d4b\u4e88\u7684\u795e\u5723\u804c\u8d23\u3002<\/span><\/p>\n

3. Implement the NPC deputy system as stipulated in the Constitution, guaranteeing citizens’ right to vote as well as running for election; improving the procedures for the nomination of candidates and conducting lawful campaign activities, strengthening supervision over the electoral process, encourage citizens’ participation in elections;\u00a0 establish direct communication channels and “representative office” for accepting citizens’ suggestions and other legitimate requests. The NPC is the highest organ of state power stipulated in China’s Constitution. The NPC deputy system is an important form of democracy in our country and a fundamental democratic system entrusted to the people by the Constitution. Under the current circumstances which China might not have the maturity needed for a direct election of public officials in all state level positions, it is the cornerstone of China’s political system to ensure that the NPC deputies truly represent the people’s democratic demands. At present, the citizen’s right to vote is not respected nor protected because of the vague process of nominating candidates, insufficient campaigns by the candidates, insufficient publicity of the electoral system, and lack of effective supervision in the electoral process. Most citizens are not aware of or unable to meaningfully exercise their right to vote. Independent candidates (i.e. non-CCP endorsed) have been “blocked” to varying degrees in many places. On the other hand, citizens lack effective ways to contact NPC deputies of their district. The citizens’ demands can’t reach the democratic institutions through regular channels. Many NPC deputies even fall asleep during the meeting, and some have 0(zero) proposal during their tenures thus failed to fulfill their sacred duties entrusted by the people.<\/p>\n

4\uff0c\u4fc3\u8fdb\u6559\u80b2\u516c\u5e73\u53d1\u5c55\uff0c\u52a0\u5927\u5bf9\u504f\u8fdc\u8d2b\u56f0\u5730\u533a\u6559\u80b2\u6295\u5165\uff1b\u6d88\u9664\u666e\u901a\u9ad8\u7b49\u9662\u6821\u62db\u751f\u8003\u8bd5\u5730\u57df\u6b67\u89c6\u3002\u6559\u80b2\u4f5c\u4e3a\u6c11\u65cf\u590d\u5174\u7684\u91cd\u8981\u57fa\u7840\u8d44\u6e90\uff0c\u9700\u8981\u56fd\u5bb6\u66f4\u5927\u7684\u6295\u5165\uff0c\u6b20\u53d1\u8fbe\u5730\u533a\u6559\u80b2\u8d44\u6e90\u532e\u4e4f\uff0c\u9002\u9f84\u5b66\u751f\u5165\u5b66\u96be \u4e0a\u5b66\u96be\u95ee\u9898\u4f9d\u7136\u4e25\u5cfb\u3002\u540c\u65f6\uff0c\u6559\u80b2\u4e0d\u540c\u5e73\u95ee\u9898\u6108\u6f14\u6108\u70c8 \u5c3d\u7ba1\u4ee5\u5317\u4e0a\u5e7f\u4e3a\u4ee3\u8868\u7684\u53d1\u8fbe\u5730\u533a\u666e\u901a\u9ad8\u7b49\u9662\u6821\u4f9d\u8d56\u56fd\u5bb6\u6559\u80b2\u90e8\u62e8\u6b3e \u4f46\u5176\u5728\u62db\u751f\u8fc7\u7a0b\u4e2d\u6b67\u89c6\u975e\u672c\u5730\u751f\u6e90\u3002\u7531\u4e8e\u6559\u80b2\u90e8\u5c5e\u4e8e\u56fd\u5bb6\u90e8\u95e8 \u4f9d\u8d56\u5168\u56fd\u7a0e\u6536 \u63a5\u53d7\u6559\u80b2\u90e8\u62e8\u6b3e\u7684\u666e\u901a\u9ad8\u7b49\u9662\u6821\u5728\u62db\u751f\u8fc7\u7a0b\u4e2d\u7ed9\u4e88\u672c\u5730\u53d1\u8fbe\u5730\u533a\u751f\u6e90\u4f18\u5148\u5f85\u9047\u7684\u884c\u4e3a\uff0c\u8fdd\u53cd\u5baa\u6cd5\u4e2d\u5173\u4e8e\u516c\u6c11\u4eab\u6709\u516c\u5e73\u53d7\u6559\u80b2\u6743\u5229\u7684\u6761\u6587\uff0c\u4e5f\u4e0d\u7b26\u5408\u540c\u6837\u4e49\u52a1\u540c\u6837\u6743\u5229\u7684\u7acb\u6cd5\u539f\u5219\u3002<\/span><\/p>\n

4. Promote the fair development of education, increase educational investment in remote and under developed areas, and eliminate geographical discrimination in the college admissions. As an important but fundamental resource, education requires greater investment from the state. Underdeveloped areas did not receive adequate\u00a0 budgets to fund various educational programs, compared to many more developed provinces. It is still challenging for school-age children to enter school in many areas. At the same time, the gap of the quality of education\u00a0 and inequality of allocation of educational resources among regions has intensified through out the years. Although institutions of higher education in the developed areas such as Beijing, Shanghai and Guangdong rely on the state funding from the Ministry of Education, they discriminate against non-local students in the process of admission. Since the Ministry of Education belongs to state that relies on the national taxation, the preferential treatment of students in the developed areas in the process of admission violates the provisions of the Constitution that gurantees citizens\u2019 right to a equal opportunity in regards to receiving education.<\/p>\n

5\uff0c \u8c03\u6574\u8ba1\u5212\u751f\u80b2\u653f\u7b56\uff0c\u4fdd\u969c\u516c\u6c11\u57fa\u672c\u751f\u80b2\u6743\u5229\uff0c\u4fdd\u969c\u975e\u8ba1\u5212\u751f\u80b2\u5b50\u5973\u7684\u516c\u6c11\u6743\u5229\u3002\u76ee\u524d\u7684\u8ba1\u5212\u751f\u80b2\u653f\u7b56\u662f\u4ee5\u91d1\u94b1\u4e3a\u5bfc\u5411\u7684\u7578\u5f62\u653f\u7b56\uff1a \u6709\u94b1\u6709\u6743\u7684\u4eba\u5927\u90e8\u5206\u60c5\u51b5\u4e0b\u53ef\u4ee5\u968f\u610f\u751f\u80b2\u591a\u4e2a\u5b50\u5973\uff1b\u65e0\u6743\u65e0\u52bf\u7684\u516c\u6c11\u8fdd\u89c4\u751f\u80b2\u7684\u5b50\u5973\u5728\u5f88\u591a\u5730\u65b9\u4e0d\u7f34\u7eb3\u7f5a\u6b3e\u65e0\u6cd5\u843d\u6237\uff0c\u5bfc\u81f4\u5176\u65e0\u6cd5\u4eab\u53d7\u6b63\u5e38\u516c\u6c11\u7684\u57fa\u672c\u5f85\u9047\u3002 \u56fd\u5bb6\u5fc5\u987b\u91c7\u53d6\u6709\u6548\u63aa\u65bd\u4fdd\u969c\u6240\u6709\u65b0\u751f\u513f\u7684\u57fa\u672c\u516c\u6c11\u6743\u5229\u5f97\u5230\u843d\u5b9e \u6240\u6709\u5730\u65b9\u8fdd\u53cd\u6cd5\u5f8b\u7684\u6237\u53e3-\u8ba1\u5212\u751f\u80b2\u7f5a\u6b3e\u6302\u94a9\u60c5\u51b5\u9700\u8981\u7acb\u5373\u88ab\u7981\u6b62\u3002\u6539\u8fdb\u8ba1\u5212\u751f\u80b2\u60e9\u7f5a\u63aa\u65bd\uff0c\u9632\u6b62\u7279\u6743\u9636\u7ea7\u7684\u4ea7\u751f\uff1b\u786e\u4fdd\u56f0\u96be\u7fa4\u4f17\u4e0d\u4f1a\u56e0\u4e3a\u8d85\u751f\u5f71\u54cd\u751f\u8ba1\uff1b\u4fee\u6539\u5211\u6cd5\uff0c\u8ffd\u7a76\u66b4\u529b\u8ba1\u5212\u751f\u80b2\u6267\u6cd5\uff0c\u5f3a\u5236\u5815\u80ce\u8282\u80b2\u7684\u884c\u4e3a\u4eba\u7684\u5211\u4e8b\u8d23\u4efb\u3002<\/span><\/p>\n

5. Adjust the family planning policy, guarantee the basic reproductive rights of citizens, and protect the civil rights of \u00a0children born outside wed-lock. The current family planning policy is a money-oriented malformation policy: People who have money or power can, in most cases, have unlimited number of children; on the other hand, children who were born to the less privileged will not be able to register for their household registry thus will not receive basic education nor medical care. The State must take effective measures to ensure that the basic civil rights of all newborns are implemented. All local implementations of linking paying family planning violation fines to the ability to register household registry need to be immediately banned. Improve family planning and punitive measures to prevent the creation of privileged classes; ensure that less privileged citizens’ livelihoods are not negatively impacted because of family planning policy violation; modify criminal law and enforce criminal liability of forced abortions.<\/p>\n

6, \u5efa\u7acb\u5b98\u5458\u8d22\u4ea7\u516c\u793a\u5236\u5ea6\u3002\u5efa\u7acb\uff0c\u5065\u5168\u5b98\u5458\u8d22\u4ea7\u7533\u62a5\uff0c\u516c\u5f00\u5236\u5ea6\u3002\u5ba1\u67e5\u5b98\u5458\u53ca\u5176\u5bb6\u5c5e\u8d22\u4ea7\u72b6\u51b5\u3002\u5efa\u7acb\u5168\u56fd\u8054\u7f51\u7684\u4e0d\u52a8\u4ea7\u767b\u8bb0\u7f51\u7edc\u3002<\/p>\n

6. Establish assets disclosure system for government officials. Establish and improve the official property declaration and disclosure system.
